English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a latest survey of local authorities, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that six out of ten of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of councils seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would prioritise restructuring services and using savings to weather increasing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent said its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Local Levy Rises and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next April to address the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both improved services and financial savings,” said a council leader.

He continued: “We face population challenges which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Projections

A survey of regional authorities recently also found council budgets being strained by the increasing figures of children and adults needing Send support.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 IMD measures,” noted the study.

“While only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised care services in the last year, the survey revealed.
